What non-compliance can cost in Portugal
The maximum reported penalty in Portugal is €24,000–€44,892 (legal persons, very serious) — €2,000–€3,741 for individuals; tiered by severity (Art. 29). Penalties are set nationally under Article 30 of the directive, which requires them to be effective, proportionate and dissuasive.
The ≈ €5,000–€100,000 range in some matrices overstates the cap; the legal-person maximum is about €44,892.
